Give sub-sub access to questions/answers in the tender

I would like to have a feature that allows bidders to provide access to questions and answers when inviting their own users (sub-sub) to a project. This will ensure that the sub-sub can see the questions and answers that are relevant to the project. However, the sub-sub should not be allowed to ask questions themselves.
